Outcomes-based education (OBE) has emerged as the standard approach to educational design in higher education. The core of OBE is the alignment of learning activities in a program with agreed, intended learning outcomes (ILOs) and the use of assessments designed to evaluate the program’s success in achieving these outcomes.

This effort is linked to the extension of desired learning outcomes beyond knowledge-oriented outcomes to include higher-order intellectual competencies, academic skills, personal competencies, ethical conduct and citizenship.
